ATCE launches its campaign
to keep roads safe

Under the Auspices of H.E. the first Lady of Egypt
, Mrs. Suzanne Mubarak .
The Automobile & Touring Club of Egypt A.T.C.E.
held an International Conference on “ Make
Roads Safe “ within its celebrations for
80 years of its existence and 50 years of affiliation
to the AIT & FIA , and lately , the FIM .
The Conference took place at the Conference Hall
, Nasr City, under the sponsorship of the Egyptian
Ministry of Tourism for 2 days , at the same place
and time with the Formula – El Ahram Car
Exhibition which is visited yearly by almost 500.000
visitors .
Many Egyptian Ministers and Cairo
Governor participated in the Conference , in addition
to the Chairman of the FIA –Region 1 , FIA
Director General , Chairman of the FIA Foundation
, and chairmen of several automobile clubs from
outside Egypt .
Eng. Kotb Soliman , Vice-Chairman
& CEO reported that the Conference discussed
Road safety from all its design , execution and
maintenance aspects .
Couns. Mokbel Shaker , Chairman
of ATCE , and Eng. Alaa Fahmy , Chairman of the
Egyptian Post Authority signed the first edition
of the memorial post stamp specially issued for
this occasion.
Eng. Kotb Soliman announced that
H.E. Mrs. Suzanne Mubarak signed the first petition
which will be delivered from Egypt , by collaboration
with the FIA Foundation , to the United Nations
to “ Make Roads Safe “ . This will
be the beginning of a national campaign adopted
by the Automobile & Touring Club of Egypt
in response to the appeal of the FIA Foundation
to have the United nations take action in saving
lives and loses on the roads globally .

of the Conference Organizing Committee .
Side activities were also organized by the Conference
Organizing Committee to demonstrate the different
activities of the club such as :
- Children Traffic School , ( for 2 days , just
at the entrance of the Conference hall . The results
were excellent.
- Historical Car Parade , which was organized
by the Club Car Committee . The parade went for
about 1.5 hours through the main streets of Cairo
, ending directly in front of the Conference Hall
. It was great to see such beautiful time signs
again .
- Karting Cars demonstration , was organized for
two days on the corner of the parking area of
the Conference Hall . Many conference attendees
watched and had a ride in those cars .
The Conference had speeches and presentations
from prominent guests who are tops in their fields
, among others , 7 active ministers and the Governor
of Cairo , who was very much interested in the
Children Traffic School as the future solution
for the unbelievable traffic problems of Cairo
(over 15 millions) .
Speeches from outside Egypt were delivered from
Mr. Peter Doggwiler . Mr. Werner Kraus , Mr. Rosario
Alessi and Mr. David Nijoroge from Kenya .
The Conference took place in two days 14. &
15 . 01 .07 over 8 working sessions ( + an opening
and a closing session) . The working sessions
had the following titles :
1. Hand in hand to MAKE ROADS SAFE.
2. Traffic – Laws , Applications , Remarks
and Proposals .
3. Traffic Crash Handling needs more Improvements.
4. Traffic Education – Children , Adults
and Drivers .
5. Traffic Awareness .
6. National & International Cooperation to
MAKE ROADS SAFE.
7. Roads – Design , Construction & Maintenance
.
8. Pollution – Effect on Road Accidents
.
The closing session was named “ Together
We are stronger “ as a sign of cooperation
between all parties concerned to ‘ MAKE
ROADS SAFE .
Following the said Conference , ATCE Board of
Directors decides to proceed its efforts and role
in serving national goals and targets to keep
roads safe .
It was agreed upon having an
action plan in order to achieve the said goals
and targets . The success of the campaign depends
on the media & promotional role .
In this regard , a coordination with concerned
bodies took place , Al Ahram Advertising Agent
, Mr. Salah El Ghamry , Chairman , national Youth
Council , Mr. Safey El Din Kharboush , Chairman
, and El Ahly National Club , Mr. Hassan Hamdi
, Chairman .
Several meetings took place between all a.m. to
study and review means of activating the campaign
of “ Make Roads Safe “ .
It was decided to use all media means in streets
and youths Centers , along with other means such
as promotional pamphlets and stickers , promotional
TV programs will be also used.
The idea of wearing the Promotional T-Shirts of
the Make Roads Safe campaign by El Ahly football
team was expressed and the Chairman of El Ahly
Club welcomes the idea , and promises to study
it .
The action plan includes finding
certain outlets to distribute the campaign materials
such as brochures , booklets ( for ex . THINK
BEFORE YOU DRIVE) , new roads guides ( northern
coast & red sea ) .
Volunteers from young men will be distributing
these brochures and booklets in the entrances
of roads in coordination with the Ministry of
Interior .
Coordination with GARBLt is made regarding the
renewal of old roads and putting road signs .
Coordination with the Ministry
of Education is made concerning students awareness
and traffic education in all educational stages

ATCE participated in the
6th united Nations Road Safety
Collaboration Meeting
Muscat /Oman February 25-28 , 2007
The 6th united Nations Road Safety
Collaboration met in Muscat / Oman on February
25-28 . The FIA Foundation participated in this
meeting . and all major global organizations active
in promoting road safety at a world level . The
meeting was officially hosted by the Sultunate
of Oman . The objectives of this meeting were
:
• Update on achievements
since the October 2006 meeting
• Continue preparations for the First United
Nations Global Road Safety Week (April 2007 )
• Update on specific regional activities
and discussions of future regional works
• Definition of future activities for the
working groups .
The Middle Eastern motoring organizations
were encourage to attend the meeting , among these
organizations , ATCE participated in this meeting
and was, as a special meeting was arranged for
the Middle Eastern motoring clubs for discussion
of the Make Roads Safe campaign .
The Automobile clubs , associations and federations
of the area , among them the Automobile &
Touring Club of Egypt (ATCE) represented by Eng.
Kotb Soliman , ATCE Vice-Chairman & CEO ,
were invited as observers . The body who organized
the invitation of the auto-clubs is the FIA Foundation
, which is a body established since about 3 years
, mainly for Road and Motor Safety . They have
, so far , several successful international campaigns
for seatbelts and different road driving awareness
programs . They are cooperating with ATCE on a
very important driving program called THINK BEFORE
YOU DRIVE
As it was agreed to have a petition
for making ROADS SAFE , calling on the United
Nations 62nd Session in 2007 to agree a General
Assembly Resolution backing the following action
to tackle road deaths :
• Support for a $ 300 million
, 10 year , Global Action Plan to improve road
safety in developing countries .
• Call on the World Bank
and other multilateral and bilateral donors to
ensure that at least 10 % of road development
budgets is dedicated to Road Safety .
• A UN sponsored global
ministerial summit to agree high level political
commitment for action on global road deaths.
The participants arranged to have as many signatures
on that petition either in writing or through
internet web-site (www.makeroadssafe.org) .
The ATCE is actively working on collecting signatures
on the petition . We started by having H.E. Mrs.
Suzanne Mubarak , the First Lady of Egypt sign
the first petition from Egypt to the United Nations
.
ATCE is organizing
now a big campaign with :
1- Al Ahram news-paper , the
biggest daily news-paper in the Arab World.
2- Al Ahly football team , the
biggest team in the Arab World & Africa football
champion .
3- The Governmental Organization
for Youth Centers , who have their centers spread
all over Egypt’s Cities and Villages aiming
to collect at least 1.2 million signatures .

In activating the role of ATCE in road
safety , and its efforts in collaboration with
its partners from official bodies , non-official
bodies as (national societies ) & governmental
bodies and their activities focusing on this respect
.
In occasion of holding the 1st International Road
Safety Week from 23 – 29 April 2007 all
over the world at the same time under the auspices
of the UN , and its call for securing the safety
of millions of youths and other ages traveling
and using roads worldwide . ATCE , in collaboration
and coordination with the Regional Office of the
WHO , is the sponsor of the 1st International
Road Safety Week in Egypt .
After being elected by all participants to be
the event general coordinator ,ATCE convened four
meetings of the organizing committee at its premises
, to coordinate the role of participants .Identifying
the requirements and means for the success of
the event by a huge press and media coverage campaign
. Representatives of Ministries , and concerned
parties participated in these meetings , and each
body identified its role in the event campaign
.
Mrs. Afkar El Kharadley , ATCE board member &
head of the cultural committee , was elected as
the group’s media adviser . An operational
action plan was launched , including as a first
stage Greater Cairo and near govern orates , concerned
ministries , and national societies are invited
to take place in the event .
An Automobile parade will be organized from young
people , children and students from schools ,
Scouts , Red Crescent and Nasr City Rotary .GARBLT
would display shows .
At the end of the meetings , it was agreed upon
concentrating and focusing on achieving a definite
target which is reducing road accidents to a definite
percent at a definite time .
The Road safety week starting on 23rd April ,
will be the beginning of the national campaign
for Road Safety .

ATCE Road Safety National Campaign In
Egypt
The national campaign for road
safety in Egypt started as a part of the efforts
of the Automobile & Touring Club of Egypt
( ATCE) in making roads safe.
ATCE Board of Directors , chaired
by Couns. Mokbel Shaker decided to proceed with
the efforts in serving national goals to keep
roads safe.
An action plan has been adopted
by ATCE to achieve this goal . The campaign depends
on the media and promotional role . The campaign
booklets & brochures will to be distributed
. THINK BEFORE YOU DRIVE booklets which are prepared
by the FIA will be distributed to car users in
order to remind them to use seat belts m head
restraints and tire pressure measuring device.
The new roads guide will also be distributed to
travelers using various roads such as Ismailia
, Port Said , Northern Coast and Red Sea Roads
.
On 16.08.07 , ATCE organized
a national campaign , as booklets and brochures
pertaining to road safety and the appropriate
use of roads were distributed at the entrance
of Cairo /Alexandria desert , most used road during
Summer . Volunteers from ATCE and the Rotary distributed
these booklets , with the support and collaboration
of the media " TV & PRESS " , so
as to draw the attention of the public to the
goals and targets of the ATCE campaign .
Brochures of " Safe Road
" were also distributed , these brochures
were elaborated by ATCE in collaboration with
the General Authority for Roads & Bridges
. These brochures indicate the service locations
available on roads , some important signals as
well as different traffic signals . These brochures
will be also distributed at the traffic offices
and departments in coordination with the Egyptian
Ministry of Interior ( Traffic dept) .
The Automobile & Touring
Club of Egypt ( ATCE ) continues its efforts in
the field of Road Safety so as to achieve the
national goal in reducing accidents rate and fulfill
better safety on roads .
Through this campaign , ATCE
is calling for all national sincere efforts to
be done to contribute in achieving this noble
and national goal namely , " SAFETY ON ROADS
" .
